Ending unemployment benefits doesn’t guarantee a swath of people will jump back into the workforce immediately, as it sounds reasonable to assume.
The job market was affected by much more than just the unemployment benefits, and you have to look at the overall picture to understand everything going on in today’s workforce.
The majority of the pandemic-era unemployment programs ended, so many people lost their extended weekly payments and/or their entire unemployment benefits. On its face, this seems to provide people with added incentive to go out and find work.
Less Support = More Incentive to Find Work?
Some of the old programs allowed individuals to collect unemployment benefits for much longer. Some were adding additional funds to their weekly payment amounts. The gig workers, freelancers, and self-employed workers had assistance under the pandemic-related unemployment programs and typically would not have received any assistance under a regular unemployment program.
Huge Numbers of People Affected at the Same Time
The fact that all of the programs ended around the same time impacted millions of people at the same time, which changed the landscape of the job market dramatically.
Many government policymakers and business owners have suggested that these benefits harmed the economy by producing labor shortages. The premise is simple: If you could stay home and make as much money as working your full-time job, why would you want to go back to work?
Even after a long time had gone by, the pandemic has not really gone away. Many people are still worried about being exposed, particularly in jobs where they are in close contact with others.
Some people’s decision to return to work is not just for the pay but because of their perceived risk of being infected.
With health care being a top priority for most people, it is not always about the money.
Another factor influencing the decision of whether or not to return to work is childcare.
Many parents with children under the age of five had to make difficult choices as to whether or not to place their children in daycare because of the cost and lack of comfort in putting their children in group settings during an unpredictable time.
To complicate the situation even further, children have been sent home because of school disruptions and quarantines resulting in children needing to stay home with their parents unexpectedly.
Trying to work and provide for their family would be very challenging for many families, given everything that has happened to them during the pandemic.
The pandemic forced people to take some time to really think about their lives.
Some people have gone back to school; some have started their own businesses; and others have decided that they would rather stay home with their families, and still others decided they wanted to pursue a career in a different field.
People were presented with the opportunity to make changes to their lives based on factors independent of their job positions, as a result of receiving various other benefits while they were out of work.
By extension, it is highly likely that unemployment benefits may have had some impact on slowing the rate at which many individuals found new employment opportunities.
While we can say that unemployment benefits are only one piece of a very complex puzzle, it is equally true that there are many other personal (and financial) factors which one must consider prior to re-entering the workforce (e.g., health issues, children’s needs, changing personal preferences, etc.).
When considering any change to the labour market, there is not a simple reset of the market after the program ends; therefore to be successful in finding new employment will take time.
Individuals must identify available opportunities, develop new work-related habits, and be comfortable returning to work before they will find new employment opportunities in the labour market.
With regard to any labour market discussion, there is not an efficient cause for the labour market and consequently, to consider one efficient solution is impractical.
